Insight

  • We are seeking a Senior Technical Advisor – Immunization to provide management and technical leadership of the COVID-19 vaccine response in Nigeria.
  • As part of the USAID-funded RISE project, Jhpiego is helping the government prevent, detect, and respond to COVID-19.
  • An important goal of our work is to accelerate and strengthen the technical and operational capacity of local health workers to deliver high-quality COVID-19 vaccination services.
  • This includes providing technical assistance around COVID vaccination campaign preparedness activities, campaign implementation, and post-campaign performance monitoring and evaluation.
  • Provide technical assistance to ensure equitable distribution of COVID-19 vaccines, ensure access to the most vulnerable communities in Taraba State and Niger where we support, which involves ensuring better coordination and communication between the state, LGA and neighborhood teams as well as frontline healthcare workers.
  • Additionally, liaise regularly with NPHCDA, SPHCDA, SMoH and other partners regarding technical strategy, monitoring and evaluation of project milestones and objectives.

Responsibilities

  • Provide technical leadership, guidance and support for the design, management and implementation of COVID-19 vaccination campaign activities
  • Collaborate with the Ministry of Health (MoH), National Primary Health Care Development Agency (NPHCDA) and State counterparts to support the COVID-19 vaccination program in line with global and national standards and in alignment with national policies and strategies
  • Support local partners to identify solutions to implementation challenges through regular participation in coordination forums and ensure the project team coordinates effectively with government and other partners at national, state levels and LGAs
  • Provide clinical support to roll out vaccination in supported LGAs and ensure achievement of 70% vaccination targets in Taraba and Niger states
  • Provide technical direction and assistance in facilitating trainings, demand generation and delivery of COVID19 immunization services
  • Represent the project to stakeholders; build close working relationships with other immunization partners and participate in stakeholder meetings and make presentations as needed
  • In conjunction with the project team, monitor the implementation of the project work plan, ensuring it is within scope and schedule by working closely with finance and operations staff to review the budget and expenses
  • Ensure that project activities meet client and stakeholder expectations and that implementation is on time and on budget
  • Ensure high quality training of relevant campaign actors and frontline health workers; provide mentorship support to Jhpiego COVID-19 campaign support staff and facilitate case discussions as appropriate
  • Actively maintain current knowledge of COVID-19, vaccination standards and guidelines, and all emerging technical innovations and advances.
  • Liaise with the global RISE TA team and Jhpiego partners to ensure approaches, training tools, job aids and other approaches are aligned with Global Technical Secretariat guidelines and appropriate for the Ghana context.
  • Contribute and lead regular reports to USAID on project progress; coordinate with RISE IS, technical and program teams to ensure that implementation and reporting are compliant with M&E and COVID-19 reporting requirements, and that project results are proactively disseminated and learnings are shared and integrated for continuous improvement
  • Manage technical and CCSC contributions to the vaccine program with the demand generation, knowledge management and communication teams
  • Comply with Jhpiego and JHU operational policies and regulations
  • Other duties, as assigned

Qualifications required

  • A clinician (MBChB or BSc Nursing); postgraduate training and experience in immunization programs and/or emergency medicine/critical care/infectious diseases preferably with 10+ years of experience in a related field
  • Experience in planning and working in public health programs and immunization/vaccination program in Nigeria
  • Demonstrated experience working with USAID and other donors
  • Strong knowledge and experience of using data for decision making
  • Experience in outbreak response and knowledge of COVID19 vaccination is an advantage
  • Experience in implementing vaccination campaigns for outbreak response and other routine vaccination activities
  • Familiarity with Nigerian government policies and regulations and demonstrated ability to work with government officials (at all levels) to strengthen program implementation
  • Demonstrated ability to work and collaborate with local and international partner organizations
  • Excellent decision making, facilitation, team building and program coordination skills
  • Excellent writing and communication skills, including demonstrated technical writing skills for publication
  • Ability to work effectively with diverse international teams and willingness to learn and empower others
  • Ability to work in a complex environment with multiple tasks, short deadlines and performance pressure
  • Ability and willingness to travel frequently to implementing regions, districts and health facilities, including COVID-19 vaccination sites
